Seller does not have the money for a refund!

Hi everyone,

 

I've been using PayPal for a long time now, but for the first time I'm actually worried about a refund. I ordered something rather pricy that was supposed to be created and sent to me in a matter of a couple of months. Long story short, the product was never created and as the shipping due date has now passed, I have opened a case with PayPal. From experience I believe I should receive a full refund. But I have a concern. I know for a fact that the seller does not have the money to refund me, as it's a rather large sum. So what I'm wondering is, is my refund going to go thorough without issues even if the seller has no funds on their account that can be frozen or no sources of money that can be used? I'm also wondering, if PayPal simply pays me out of their pocket due to buyer protection, what is going to happen between PayPal and the seller? Is the seller going to be able to just close that account, open another one, and continue scamming people? [I happen to have found out a little late that they have a history and a reputation for doing this.]

 

I'd appreciate any tips.

If you win a claim and the seller refuses to refund then normally paypal refund you under their buyer protection scheme.

Then they may put the sellers account into negative and wait for them to clear the money owed to paypal.

If they don't their account 'may' be limited and the debt passed to a collection agency.
