Scam, buyer lost case

I got scammed by a shop called Allessandro Toscani. I had to send back the **bleep** to China and provided a tracking ID for paypal in order to force them to return my money. Paypal did nothing and after a few month the tracking ID expired and the seller won the case! Sounds insane to me...how is this possible? My case number:PP-R-GKK-516529645
