Report a fraudulent account

I sent money for some rugby tickets to a PayPal account, foolishly using friends and family, and never recieved the tickets.
I raised a case for unauthorised payment but PayPal closed the case saying that the payment was not unauthorised. I can't raise a dispute because I used friends and family.
How can I report this Fraudulent account to PayPal? I can't find a method of doing this.

It wasn't an unauthorised payment as you willingly authorised it when you sent it.
An unauthorised payment is where you have been hacked and your paypal account used without your consent which is not what happened and why you lost that dispute.
A friends / family (or gift payment) is intended as a transfer of funds from family or friends to one another. For this reason, there is no processing fee when payment is made with bank or PayPal balance.
However as it is a gift payment, there is also no buyer protection as no goods or services should have been exchanged.
If he was not a close mate or family member you should never use that option as it enables the seller to evade paying his Paypal fees and negates your buyer protection at the same time.
You would also not be able to open a dispute (apart from one citing an unauthorised transaction), which would be automatically closed as you did authorise the initial payment.
Be careful as using that option for purchasing goods is against Paypal rules and can lead to account limitation.
If you funded your Paypal payment via a credit card then contact your card issuer and see if they will help you but unfortunately they may decline as well as it was a gift payment.

Thanks for your reply. I realise that I can't raise a dispute or have buyer protection.
What I want to do is to report the account of the person that I sent the money to as a fraudulent account so that other people don't send money to that account. There doesn't seem to be an option to do that.
Surely PayPal wouldn't want to leave an account active that is being used for fraud? Or don't they care?

Why would you report them??? You sent a 'gift' of money to someone and you were not purchasing anything.
If you were purchasing something you would have used the goods/services option instead.
By using friends/family you were sending someone a 'gift of money' so they did not need to send you anything.

I want to report them because they were supposedly selling me tickets for a rugby match but didn't send them and therefore have committed fraud! I was indeed purchasing something.
I said at the beginning that I was foolish for using friends and family because that doesn't have buyer protection but that doesn't alter the fact that they are using the account to scam people.

As i said you were not buying anything or you would have used the goods/services option.
You sent a 'gift' of money to someone and so they did not have to send you anything.
You could equally be reported for using the friends/family option to try and purchase something against paypals user agreement and rules.

I did the same thing with a deposit for my sons xmas present, only to discover the collection address didnt exist. Its disappointing that Paypal doesnt have an option to report a scam if paid via F&F's, I know I lost the money, and I was stupid, but surely Paypal must be able to blockan account used for scamming, it seems like they are not interested

Again if you send a 'gift' of money to someone then there is nothing paypal can legally do about it.
You negated your own buyer protection by sending that way.
Paypal also tells you on both the web and the app BEFORE sending the funds that if you used that option you won't have buyer protection.
