Hello everyone, I need an experts advise or help regarding my concern or issues related to my account. Here goes the story, I was trying to sell my account in some facebook groups. Then this person (Hugo [removed]) reached out saying he was interested in buying my account. We had good conversation and he said he's willing to reserve the account by sending a reservation money. On September 9 I received the reservation money. I waited for a few days for him if he will pay the account in full but he requested that I sent back the money. It was September 14 where he requested his money back. I sent it back in normal means by sending money. I did not use the refund button in the transaction. Since he says he is willing to shoulder any transaction. Two days after, September 16 he reached out again saying he will buy the account in installment amounts. That day he sent money in two transactions. After a thorough discussion we did not meet minds and decided to cancel everything. So since the money is not mine, I sent back the transaction again through normal sending of money and not the refund button. On September 22 to my surprise I was charged with the two transactions on September 16. This Hugo [removed] requested a refund for the transaction. And paypal just debited my account making it negative balance because of that. I provided all the supporting documentations as well as the transaction history and it seems not working. Until now october 16 case is still not resolved. When I reached out to customer service they say decision is not in paypals hands but buyers bank. The report was stated buyers bank filed a chargeback for this transaction. I tried reaching out to facebook for this guy and all he do was just see my messages not even responding. On October 3 I tried contacting him via paypal sending messages but theres no response. I even requested a certain amount from him just to fix the negative balance in my paypal. On October 12 and to my surprise again the transaction on September 9 was reported and requested for refund. Now all the balance in my paypal is negative because of that. And he even sent a 2 dollar money to my account and I dont know what purpose is that or maybe just mockitn me. Yesterday or just today I received an error saying my account was limited of use. And just tonight I received a red notice my paypal was permanently limited and will no longer be available for use. For the experts out there please help how can I appeal or resolve this. I tried putting all the transaction history screenshots and supporting evidence but it seems paypal was favoring the other guys account. I dont know why paypal could not make a sound judgement when all they should do is just check the transaction history of both accounts and evaluate based on that. I provided all the things or data they need but I did not even understand what violation or acceptable use or policy I did not follow. I hope someone can help or give me advice on this.
