Person Sent Me Money Claims Accidental - Scam?

So the person sent me money on PayPal.  20 mins later they file a claim stating that they did not receive item.  That should be a red flag immediately but my fault.  In the resolution center, there is NO way for me to provide any information on the claim other than a refund or show proof of product sent.  There is no way to provide product tracking info as there was no transaction with the individual.  The person requested I refund them but not by Friends and Family.  I initiated a partial refund of the the amount minus the PayPal fee.  I'm assuming the scam is that the person get the refund and then a chargeback on the CC as fraud and I'm out the full amount.  

 

If so, how is PayPal not catching these blatant acts?  Filing a claim 20 mins after sending money should be a red flag.  

Also would be nice to get a hold of an actual person instead of a chat bot.  Only thing they are good for is pushing you to the resolution center where there is nothing to actually do in this situation.

If a PayPal employee reads this, it would be nice to get a reply and stop on my issue before I'm out the money.
