Hi I have been waiting since April to receive an email from PayPal telling me how to withdraw the money from my banned account and here it almost August and I haven't received anything from PayPal so what can I do?
If no disputes are opened in 180 days then normally you are allowed to withdraw the funds. That is as long as you are over 18, account is in your legal name and the account is registered in the country where you reside. However you would have to wait for the email citing that you are eligible to do so before you can withdraw funds, if you have not received the email then you are not eligible for some reason.
