I am trying to contact and write to PayPal technical support and there is no way available. My account has been subjected to 98 transfers..!! How can we not contact PayPal? I have been trying for hours..! I objected to the operations.. and it did not succeed..! The chat window is only articles.. no one is talking..!!!

I have similar need. I very need a PayPal plastic card... articles about this are removed, chatbot gives a links to removed articles. I very need a plastic PayPal card (if they still exist). Technical support, where are you?
Cards are not available in the Ukraine unfortunately, there are many countries where a Paypal card is not available yet.
Also Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link. https://www.paypal.com/ua/smarthelp/article/faq4646
You still can't do commercial transactions and receive goods/services payments.
