Paypal shows I have a negative balance, but it is an error on their part. How can I resolve this?

Paypal withdrew money from my bank account twice for the same Ebay purchase. I reversed the second transaction with my bank, but now Paypal is saying they never recieved payment at all and posted the negative balance to my paypal account. The ebay seller got paid, ebay says the transaction was good, my bank statements show the transactions were good. I have spoken to several customer service reps, sent bank statements, filed disputes, but still Paypal says I owe them the money. One customer service rep even told me "it is what it is" when I told her that I provided evidence i did not owe this balance. How can I resolve this issue? I dont want to go to collections for something I dont owe.
