Paypal is holding funds for an indeterminate amount of time

Our account has been in good standing for 2 years with no major issues or cases. We recently added Paypal as an option for our website, so it received a large amount of transactions quickly, so I assume it set off red flags.

Because of this, they decided to put a $3500 reserve hold on our funds.  Will I ever get my $3500 "reserve" money? And if so, how can I speed it up?  I went in and manually added tracking info to several orders, but many of the orders that we receive are not immediately fulfilled.  We do a thing called "open box" where customers purchase items and build an order over time to have it all shipped at once.  I tried calling them and they stood by their decision.  These are regular, repeat customers, and we have a stellar history with paypal and fulfillment, as the success of our business absolutely depends on it.

This has ultimately forced us to try to move away from PayPal because they just randomly decide to keep our money for safekeeping without giving us a clear timeline or specific way to get our money back.  So it'd be nice to know if there's something I can do other than wait till they change their mind.

Got to jiggle some capital around and can’t rely on the funds on reserve because it is to cover liabilities.

Thank you for your response.  So they "review" the reserve within 6 months of placing it.  Still sounds like an indeterminate amount of time that they can hold the money given that it's just a 'review'.  

I guess the issue here is that it depends on 'performance', so I have to perform a certain way just to receive the money that is already mine?  Hopefully you can see the frustration here.  I'm attempting to go in and add tracking information to as many transactions as possible, since our shipping software is not doing it automatically (because paypal is a 3rd party on shopify checkout).

As far as "jiggling" capital around, $3500 is a lot of money for our business and not exactly a "jiggle" amount for us.  If we had known they would be placing a reserve on it, then we wouldn't have utilized them in the first place.   But of course, we were not told this.  We've never had an issue with Paypal before this, and this account has been active for over 2 years with no issues of fraud or other problems with liabilities.  Our business lives and dies based on repeat customers, which means that we are vested in making them happy and avoiding any kind of dispute.  

We are still maintaining that, despite being kneecapped by paypal in the process.  Like I said before, we are moving away from using them now because arbitrarily holding a large amount of our capital negatively impacts our business and adds undue stress to us.  So I am doubtful our "performance" will improve to them in any significant way apart from time passing and no customers having any issues (as it has always been).

I'm hoping that adding tracking information onto the transactions will help, but I've already done so with many of them and it has not changed anything.  So we'll see.

I assume they may want us to do even more transactions through them to improve our performance, but it's the last thing I will do because I don't want them to then decide they want to raise our "reserve" amount again, locking away more of our funds.  So what they are doing is a bit counterintuitive if they are attempting to keep us as customers.

I have the same problem. PayPal holds a large amount as a reserve without mentioning releasing date. no timeline, no precise info.
Now 180 days passed and nothing happened. NOTHING happened. my funds are still on hold.
I asked the Support to release my Money, and they told me the case is under review. 
imagine you wait 180 days, day after day and you think they will lift the hold, then Nothing happened. to be honest, I am so disappointed.
I hope they resolve this case and give us a clear timeline with releasing date. this will help us to keep growing. and feel safe as PayPal users.

Wow this is remarkable. Happened to me also after >10 years with zero issues. Seem arbitrary and possibly only a way for PayPal to deal with cash flow problems they are having.
