PayPal refunded buyer, goods still not returned

Hi!

Recently PayPal refunded a transaction that was made to me with the intentions that the buyer return the package back to me. The tracking number he provided shows that the package is returned to sender 1 month prior to paypal closing the case. I tried opening a dispute to this transaction but it doesnt let me. What do i do now?

I sold an item. The Buyer found fault with the item and demanded to return it. That was back in April. I filed a dispute, he won. Long story short, the buyer demanded me to pay the return shipping and I did. Paypal refunded the purchase price, I paid return shipping. The item has not been returned, he has the purchase price money and the return shipping. He left a negative lie on Feedback would not retract it. The emails from him where very rude.Has anyone else had a sale go this wrong. Paypal took his side. I reported him, didn't help. I find out now that he only bought my item because it was the cheapest one and still bitched. I am out 20.+ dollars and got a negative  feedback from a con man. He was allowed to keep my money and he held the item that he demanded to be returned beyond the return window
