Has anyone had a problem with refunds? I returned a product that didn’t work, Open a case and PayPal decline my case.

Paypal covers you for items ''significantly'' other than as described so presumably their decision did not match a significant change?

You could always phone them to appeal?

Or see if the merchant will refund you?

If you paid via paypal with a credit card then your card issuer may help you?

Thank you for your response. I returned the item because they didn't fit me. on my case I wrote "items were returned due sizing" this is normal right but Paypal responded "The case was closed in the seller’s favor as the item wasn’t damaged, different or missing any parts as described by you" 

I have talked with several Speedo customer service and it's always a different answer. we will are working on it, we are looking into etc... I have the tracking number that they provided and I believe the package is missing but every agent seems to be lost. That's why I reached PayPal, then they favor the seller, then I appealed and didn't have any luck same answer which doesn't make sense, doesn't fit the bathing suit and when PayPal told me to reached my credit card for refund sadly Citi said the time frame for dispute isn't there anymore. 

It has been a nightmare! and I believe PayPal wasted my time because I know Citi would protected my purchase.

Paypal did what their buyer protection says they will. Cover you for items 'misdescribed'.

Yours was not misdescribed just didn't fit you so you weren't covered.

Thanks for response but Technically the item chart from the seller was misdescribed, basing on their measurements nothing matched their sizes.
