PayPal Won't Cancel Dispute

I filed a dispute through my bank for a purchase that I made through PayPal. My bank cancelled my dispute but it has stayed as pending for a month in PayPal. I called my bank today and they said this issue must be sorted through PayPal. On the PayPal support chat, they said that "card issuer does not inform us of the cancellation, rather they communicate any updates with a third party processor.... we are waiting for an official confirmation from the card issuer regarding the closure.... However, we will have to wait the full 75 days before any funds can potentially be credited back to the seller." The merchant is now offering help to resolve the issue but I can't do anything since PayPal has the dispute as pending still. This is an expensive purchase that I have already been billed for by my bank, but can't get a refund since PayPal is keeping the dispute open. Help!!!
