PayPal-QR-Code transaction at vending machine not covered by buyer protection?

Hi everyone, I paid with PayPal-QR-Code at vending machine and haven‘t got article, but got charged on PP account. I have opened dispute, but PP closed it claiming that in this case Buyer Protection is not working. I would like to know why? In PP regulations is stated that items payed through QR-Code are covered by Buyer Protection. Why then PP rejected my claim? Thanks in advance for all the hints!
