If its a dispute for non receipt of item then normally the seller wins if they provide trackable proof of receipt of item to the buyer.
If its not as described then paypal does not see the item in question, so they make a judgement call, you may win as long as you have returned the item back to the seller, again trackable. However items have to be significantly other than as described to win as paypal don't get involved in quality issues.
Paypal is a payment processor so they could not possibly contact every person involved in a dispute in over 200 countries worldwide, they give 'some' buyer and 'some' seller protection and then its up to us to risk assess our purchases or sales.
