PP allowed a website that I now believe is fraudulent to change the transaction type

I responded to an ad to purchase a Keter Storage unit for £41 and was directed to a "new" vendor site voipdemo.com where I understood I was making a Product Purchase (so covered by PayPal Buyer Protection).
Somewhere along the line this somehow got changed to a "Send Money" transaction to a Hollie Taylor and PayPal allowed this.
I never received the goods and raised a dispute with PayPal but they rejected my case in only 18 minutes because they say this type of transaction is not covered. I asked on Chat to be put through to someone but they said no one from the Security Team was available until Monday. (This was a Saturday).
So that suggests the decision was automated and there seems to be no route that I can see to escalate the dispute.
At their suggestion I both contacted my Bank and asked the recipient to refund my money.
My bank said the transaction had not come through yet (it has now) and the Recipient never responded.
I mainly want to ensure that no-one else gets stung by this technique, but can't see how to.
Any suggestions?
