My account is permanently blocked for linking bank account

My account is permanently blocked, but at the same time, I did not make any transactions on the account. It was quite a long time ago, but I tried to link my bank account and every time I got an error, most likely because PayPal did not know about the existence of Kazakhstan. After several attempts to link my card and bank account, my account was permanently blocked. Unfortunately, support is only available in Russia, and since this is a completely different country there will be a call charge, I have no idea how to contact PayPal.

Most common reasons for an account limitation are:-
1. You have a previously limited account (temporary or permanent) and you have tried to open a new account and not resolved the issues with the other account first.
2. Using a VPN.
3. Not living in the country where you opened your Paypal account.
4. Being under 18 / minor account.
5. Having 2 Paypal accounts or more of the same account type.
6. Not having your legal name on your Paypal account.
7. Selling items (often virtual or digital) that Paypal consider a high risk of disputes/chargebacks.
8. Using the friends/family option for sales transactions to try and evade Paypal fees and risk of disputes.
9. Too many disputes/claims.
10. Violating their acceptable use policy as per link.

Normally you can't appeal a permanent limitation however if its none of the above reasons then you could try and contact customer services to appeal?
Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a private direct message via Social Media on Facebook, Twitter/X, or Instagram pages.

I never violated the above rules and regulations listed by PayPal.. after my friend Aiden [removed] sent me some Bucks worth $50 since on November 24 that's when I couldn't make use of the normal features and waken up the next morning i open My email to see the message I've been permanently disabled or Limited is that how the system operates???

I wrote to them on facebook, they replied that they had passed it on to other specialists, but it is unlikely that my account will be unblocked, it is sad. Well, I'll leave it as it is.
