Is my account limited?

When i try to make a purchase i get this message:
"We couldn’t complete your payment for you. To get your payments working again, check your account or contact us".
I still have money in my account and i even tried to transfer it back to my bank account but an error message appears.
Is there anyway to solve this?

You are normally informed if there are any limitations and also it would show in the resolution centre if there is anything you need to do to resolve them.
Are the funds in your balance cleared and not pending or on hold?
Are the funds in your local currency OR the currency of the recipient if you are trying to send them?
Have you sent funds before or is it a new account?

Also you never need funds in your Paypal account balance as a buyer. When you purchase an item then Paypal credit the seller for you, this is so there is no delay in the despatch of your item. Paypal will then take the wait for the funds to automatically transfer to reimburse them from your linked funding source.
