I was scammed and paypal won’t help me

I responded to an ad on facebook to pay $99 for an 8x12 shed. Very shortly after paying (like, five minutes), I realized it was a scam and tried to cancel the transaction while it was still pending, even tried chatting with someone from paypal Help to cancel it for me, but said they couldn’t. So I followed their advice and filed a dispute instead and resolved myself to wait 20 days so it could be escalated to a claim. The seller had somehow faked a delivery confirmation the same day the order was placed, saying that it’s been delivered in my mailbox (bear in mind this is a shed we’re talking about, a BUILDING, delivered in a few hours, in a mailbox it said). This was about a week ago, but suddenly I get two emails: another phony delivery confirmation done through paypal saying the shed has been delivered (it has not, something like that would be VERY hard to miss), and an email from paypal saying that the seller somehow escalated my dispute to a claim, and that paypal denied my claim and closed it. And apparently I can’t reopen my claim or get any answers from paypal or talk to anybody further about it. Please help! What can I do?

Paypal is just a payment processor that gives you 'some' buyer and 'some' seller protection.
So disputes for non receipt of item are mostly automated. Seller provides tracking that shows delivery = seller wins.
So then its your turn to do some work to assist Paypal in recovering your purchase price from your seller.

Firstly ring Paypal customer services and tell them that the number is fake or that the item was shown as shipped before you purchased it. With that information they may well just issue you a refund.

Secondly if they don't then... APPEAL
To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address. THEY DON'T HAVE TO SAY WHICH ADDRESS IT WAS SENT TO, JUST THAT IT WAS NOT DELIVERED TO YOUR ADDRESS.

When you have that, contact PayPal via phone (log on to your account and click contact at the bottom of the page, or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your Paypal payment that way and see if they will do a chargeback for you?

Thanks! Unfortunately - whoever this scammer is they legit sent something to a wrong address but a nearby address.  When I called fedex they said it was delivered to a different name and address than what I provided.  I have email receipts showing i submitted the correct address as well as my transaction is no where to be found on my account - just all very odd.  The email the shipper provided is some spam email too.  Just not sure how to even get past this when my transaction is no where to be found.
