I paid an invoice through PayPal, but vendor didnt send me the goods after 90 days

What are my rights here? I keep asking the vendor, but he answers me very late; send irrelevant answer and prolonging the proccess. Why PayPal has no where that I can complain about it? Where is the customer service of PayPal Exactly here?

Base on my experience with my current problem, PayPal mostly responds quicker through their Facebook page. Please see their official page on Facebook and send them your concern. Within few hours, they respond. You may also reach to them through their Twitter page and Customer support in PayPal app/site. I hope this helps you 🫶🏻

You can open a paypal dispute for non receipt of item up to 180 days post payment.

Click the transaction and use the 'report a problem' link bottom of that details page.
