If the transaction is marked as completed or sent then it has successfully transferred to the email address you sent it to that is linked to an active and open paypal account.
If there is no paypal account linked to that email address then it would show as ''unclaimed'' and as long as it remained unclaimed it would time out at 30 days and go back to you. However if the email address was valid and someone opened a paypal account to claim the money then unclaimed would change to completed or sent.
You can email that 'wrong' email address and request a refund, if they were charged a fee then ask for a part refund as it was your mistake to cover the fee element.
Any other advice I can't give at the moment as you have not said how you sent the funds ie friends/family OR goods/services?
