How does one approve a PayPal account for use for lawful competitions related payments?

I note that the PayPal terms and conditions state the following:

"PayPal prohibits the following activities, even where the specific activity is lawful and/or is not legally defined as gambling, unless the transactions are associated with an approved merchant.

Games of chance and games of skill –Includes any activity with an entry fee and a prize, regardless of whether the outcome is determined by chance or skill."

So my question is, how do we become an approved merchant for our lawful competition activities?

We contacted the sales team but never received a response. And to be honest, I was not expecting them to get back to us.
