I have received a limitation since March and was limited for breaking the user agreement. When I was limited and I got an email saying it will be held for 180 days. I would have something telling me how do I resolve my limitation.

The limitation if it mentions 180 days means you have been permanently banned and can never use paypal again.
The 180 days only applies to the time when you 'may' be able to withdraw any funds still in your balance out of your account, it does not mean your limitation is lifted.
Advice is voluntary.
