How do I find out the location or business that my payment was declined as my card has been stolen

I understand that your card was recently used without your permission, and I'm very sorry to hear that. If your personal debit or credit card was used to make a purchase through Paypal on someone else's account, you can reach out to Customer Support to report the activity. If you haven't already, you'll also want to notify your financial institution and request a new card. Regrettably, unless the transactions aren't showing on an account in your name, not much information can be provided because transaction details can only be disclosed to an account holder. However, if you were to open a legal investigation by filing a police report or seeking legal counsel, the information could be collected by those legal teams.
If you have a PayPal Debit Card or PayPal Business Debit card that was stolen, those transactions will show on your PayPal Activity page. When reviewing your PayPal Activity page, you should be able to determine any of the purchase details/locations. You can learn how to file an unauthorized dispute through PayPal by following these steps. You'll also want to report the card as stolen here. For further assistance, please do not hesitate to reach out to Customer Support.
