That's because you can rarely appeal a permanent ban, paypal have parted ways with you and are no longer offering you the services of their site or an account.
If customer services won't discuss anything then it means the decision is final.
Advice is voluntary.

I can't help get the limitation lifted - once they've sent out that death warrant, nothing will change it, not even evidence that they're in the wrong. I would recommend filing complaints with the BBB and/or CFPB. Aside from keeping them (relatively) honest, this is the only way you will ever know why they did this. As you've no doubt discovered, their customer service is wholly useless.

As @kernowlass mentioned earlier, permanent limitations cannot typically be appealed. However, you are welcome to contact Customer Support and request a second opinion. If the permanent limitation status is lifted, you may be asked to supply further documentation. In that situation, I recommend reviewing the documents listed in this Help Center article for some examples.
