Hello, I have been scammed by a seller who used fake tracking numbers and forged conversations. Unfortunately, PayPal has sided with the seller. What steps can I take to resolve this issue?

Paypal is just a payment processor that gives you 'some' buyer and 'some' seller protection.
So disputes for non receipt of item are mostly automated. Seller provides tracking that shows delivery = seller wins.
So then its your turn to do some work to assist Paypal in recovering your purchase price from your seller.

Firstly ring Paypal customer services and tell them that the number is fake or that the item was shown as shipped before you purchased it. With that information they may well just issue you a refund.

Secondly if they don't then... APPEAL
To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address. THEY DON'T HAVE TO SAY WHICH ADDRESS IT WAS SENT TO, JUST THAT IT WAS NOT DELIVERED TO YOUR ADDRESS.

When you have that, contact PayPal via phone (log on to your account and click contact at the bottom of the page, or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your Paypal payment that way and see if they will do a chargeback for you?

Or do the same back .

create a label put in their name on the label

use the same tracking number on label

put your name and address . i expect you have seen all these before . copy one . google one even .

 

put it on a small box just fitting

put junk in box weighing about the same you guess

now strike out your name and address in marker

then above it all put the words  ... REFUSED RETURN TO SENDER

their address can be wrong as it will go to where it was shipped from by tracking number.

if the number is fake then you cannot track it but if its good then use it back.

 

the shipping will be free an you will have tracking on a returned item .

the tracking will attach to the tracking or they will divide it to a new page.

 

convoluted but it works. wait to see if tracking shows up in return then give that to paypal . once it lands then you get your money back. escalate the case once its shown returned on the tracking

Poor advice.

 

 If the item was delivered to the original posters address, the seller's tracking would show successful delivery. What happens to the package after that delivery is typically not tracked by a shipping company. In a situation of a significantly not as described item, the buyer is typically instructed to ship the item back with their own tracking.

I think PayPal is running on autopilot on the initial dispute.  The same just happen to me, I order a Windows AC unit from AliExpress.  Seller provide a tracking number, photoshop the Fedex proof of delivery that change the name and weight (from 1 lb to 44 lb) to AliExpress.  So even I uploaded the proof of delivery that I download directly from Fedex that said the name and weight doesn't match.  In the note I ask PayPal can confirm by phoning Fedex with the tracking number.  PayPal still award it to the seller AliExpress.  It's back on dispute.   Now come to think of it, the weight on the package is 1 lb which is consistent with a fake empty package.

Read my above post, paypal does not ring couriers to sort out your disputes for you.

It is you that would have to get written proof from Fedex that the item delivered was incorrect in weight or address and then upload that proof to the dispute.
