I think PayPal is running on autopilot on the initial dispute. The same just happen to me, I order a Windows AC unit from AliExpress. Seller provide a tracking number, photoshop the Fedex proof of delivery that change the name and weight (from 1 lb to 44 lb) to AliExpress. So even I uploaded the proof of delivery that I download directly from Fedex that said the name and weight doesn't match. In the note I ask PayPal can confirm by phoning Fedex with the tracking number. PayPal still award it to the seller AliExpress. It's back on dispute. Now come to think of it, the weight on the package is 1 lb which is consistent with a fake empty package.
