Fraud via guest account

Someone took 100USD from my Paypal account, but it does not show up in my transactions. I filed a claim and Paypal contacted me that they would reimburse me. They say a guestvaccount was used .............. Now I received a message from Paypal that I received the goods ordered and the case is closed.
I live in the UK and I have never ordered something of 100USD. I do not know the person, probably from Kenya with the name: " Margaret Wambui Wanjiku".
Filing a claim with Paypal does not seem to work anymore .... and I cannot get them on the phone.
How would you recommend to proceed.

Update: Paypal called me and they can see the payment and confirm it is fraudulent.
BUT, nothing they can do ........... I have to call my bank that issued the debit card linked to my Paypal.

Called the fraud team of the bank and they say this is a legitimate payment via Paypal ........

In the next few days I will have to drive to my local bank and explain them the situation.

We drove to the bank and they cannot help because Paypal says it is a ligitimate transaction. Paypal cannot give any information/proof because it was not done via our Paypal account ....  Paypal says they have no indication this was a fraudulent transaction ..... That we tell them it was 100% a fraudulent transaction is non of their concern ..... Can someone (@ Paypal) help?

Paypal doesn't give you buyer protection for a ''guest'' transaction.

They refer you to your card issuer or bank.

Yes, that is correct. But in this case it is worse! Paypal tells my bank they do not see this transaction as fraudulant, so the bak declines a refund. The fraudsters used my correct card number and my adress and that seems to be good for Paypal. When I tell them it is 100% fraudulent, they tell me to go to the bank, who then checks and sees that Paypal lists it as a legitimate transaction ..... This is fraud by Paypal if you ask me.

Fraud with guest accounts
First of all: I have a single regular Paypal account, neither have I ever had nor do I have a guest account. Last week, scammers stole my credit card details. They tried to log into my Paypal, luckily they couldn't get into my Paypal account because of the two-factor authorization, but: My credit card was linked to different (several!) guest accounts without my consent - as I could now track through unauthorized transactions. Why does Paypal allow guest accounts without my consent, without authorization? Why can't you make this more secure? Why do the scammers NOT need two-factor AUTHENTICATION or other additional security for a guest account, as is fortunately the case with a regular Paypal account? That makes no sense.

A guest account means you have purchased something online using your credit card and the SELLER or MERCHANT has processed that payment using a Paypal card reader.

 

Sellers or merchants can have card readers from loads of companies and all they do is process a transaction for the seller from your credit card.

No one 'sets' up a guest account for you as there is no such thing.

Your answer is definitely not correct.

 

It is possible to create guest accounts on paypal and link them to a credit card or even worse only to an IBAN that does not belong to the person and does not need to be authorized. No authentication is required. Read on the internet, there are many Paypal guest account fraud cases! I don't know which country you live in and whether this is country-specific, but I live in Italy/EU and my credit card has been used to create guest accounts in Germany and Italy.

Nope its up to the sellers, buyers do NOT have to make a guest account.

They pay to the sellers paypal account using a CARD ONLY same as using a card reader.
