Fraud on my Visa card, my provider suspect a parallel paypal account with my card

Hi, my card has been debited twice with a paypal transaction, but this transaction hasn't been debited in my paypal account. I tried to report in my paypal account but it is not possible, as their automatic system requires to select the fraudulent transaction (not possible as it hasn't been debited on my account). My card provider suspects a paralell account with my card at PayPal. I have several cards an I'm worried. I dont' know how to report.  Can you help please ? With heartfelt thanks
