How to disable 'Create A PayPal Account' in Donate button ?

Have a business account. 'PayPal account optional' is enabled in 'Account Settings > Website payments > Website preferences' where there is a note "These settings will only affect PayPal buttons integrated using one of our trusted partner sites."

And payments via Donate button > credit card require 'Create A PayPal Account'. It's confusing for people. Is there any way to disable it or need to use different provider?

Problem solved. 

'Create A PayPal Account' was included in cc payment because my email was not verified.

Then after email verification 'Create A PayPal Account' was still included in payment because it was cashed from previous visits.

So the solution was: verifying email and clearing cookies/cashed data in browser.
