Refund from Fiverr issued to a closed Paypal account

A few months ago, I used PayPal from my UAE account to pay for an order on Fiverr. The order was later canceled, and I received a refund a few months after. During this period, I moved to another country, closed my UAE PayPal account, and opened a new one using the same email address.

However, Fiverr has a policy stating that refunds are only issued to the original payment source used at the time of placing the order, which was my closed UAE PayPal account. Unaware of this policy, I clicked the refund button, and the refund was processed immediately. Now, Fiverr is saying they can't reverse the refund request and that the amount will be sent to my closed account.

How can I retrieve the refund under these circumstances?

My said account to which the refund is going has been closed and closure of accounts are permanent according to Paypal. The account that I have now, doesn't allow me to open a dispute in the resolution centre because there are no cases open. I tried "Message us" but AI assistant filters my request and sends me in a loop asking me to go to "Resolution Centre" to open a dispute. 

Now, how can I open a dispute, if there aren't any orders.
