Fraud in 2021. Still waiting for the Money Back

Hi, Someone Did a fraud with me of 100 euros in 2021. I kept asking him to give the money back but he is not giving and neither did he send the item. What should I do in this case . Thanks

Too late unfortunately, paypal buyer protection only covers you for up to 180 days.
