Ebay seller, omozymals, stalling, non-working item, non-cooperative, no refund

Eby Order number 07-08950-91953 $28.88 received 8/16/22, item didn't work. Some of the communication with seller:
Oct 26 - you asked me for a video which I made and sent to you and you said,"do not worry.we will be responsible"
Nov 1 - you said "give me some time"
Jan 7 - "No matter what problem...try our best to give you perfect service"
Jan 9 - "give me some time" "please do not worry, you will have no lose"
Jan 10 - "we need some time...you will have no lose"
Feb 28 - you asked me go to Post Office to see if the package is there - and I did. "will offer you the best solution of resend or the full refund
March 1 - "give me some time"
March 2nd "give me some time"
March 6 "give me some time"

March 7 "give me some time"
This seller has been asking me to wait since Nov 1st 2022

The tracking number has no record, shipment cannot be located and only available for shipments in the last 120 days according to UPS.
