Ebay scam paypal refuses the guarentee program

I'm a victim of the fedex fake tracking scam on the ebay - and after intervention of the ebay - they refused to help cause the ebay provide the information that item has been delivered. The item was bought on the 28th of fabruary and the fake tracking number was appeal 1st of march (zip code was different and the weight of package different, name of package different). While I see the fake tracking I've provided the information to ebay and the paypal on the same time. The paypal was say to me they refuses the guarantee cause the ebay send the info that the item was delivered. Ebay was told to me that they cannot provide a guarantee cause I've inform the paypal.
Paypal was close to dispute cause the item was sended.
Fedex inform me that the package was not sended to my name and the adress.
I'm totally don't know what to do . Please help me with thease problem.

Never file more than one dispute at a time!
For example: File with eBay first and speak with eBay only until the case ends. If you lose with eBay, then you file case with PayPal and speak with only PayPal until case ends. If you lose with PayPal, then you try a credit card chargeback, if you paid with credit card. Once you open a chargeback, you can’t go back to PayPal to reopen case later.
ebay money back guarantee is not valid with PayPal so don’t even bring up the subject when you appeal the PayPal case. The problem at hand is the fake tracking info.
You must call PayPal customer service to appeal and submit written proof about wrong name, zip code and weight from FedEx with a phone number that PayPal can call to confirm with FedEx that all the stuff you said is wrong is in fact wrong. You should also supply evidence that explains why the weight is wrong. For example, you bought something that is obviously heavier than the weight on the fake tracking. Provide the link to eBay listing or a copy of the eBay purchase email receipt.
Your last option is filing a credit card chargeback if you paid by credit card if still PayPal refuses to make the case in your favor.

Ok, so @sharpiemarker what would You recommend - wait till fedex give me an letter/ mail that confirm me that package isnt send to me or just call to ebay from tomorrow morning ?

So - in this case - still has a problem with refound- after 12h on telephone calls with paypal and mailling with them, my dispute is opening and closing - for now 4 times without result. The thieft was probabely know that fedex cannot send me oficial letter cause they send me only confirmation via mail cause the package was not sended to me. The paypal don't accept that , the want official paper and do not accept any official mail from them. Im totally don't know what to do in this cease.
