Didn't try to make a purchase

I keep getting 3 emails and 3 sms every once in a while saying my purchase was declined and to add money, but I never tried to make a purchase.

You have to add money to your wallet first or have money in your bank

I can see how receiving the emails about payment declines would be concerning to you! As you've mentioned that purchases were not attempted from your end, I suggest you to check the legitimacy of the received emails or texts and here's how : How do I spot a fake, fraudulent, or phishing PayPal email or website?
 

Also, I recommend checking your account for any unauthorized activity. If you noticed any unknown activity, you can report it in the resolution center of your PayPal account. Here's how : How do I report an unauthorized transaction or account activity? Please reset your password, security questions and try setting up 2-Step Verification which gives you an extra layer of security when accessing your account.
