In December I opened a dispute through my financial institution, which handles PayPal credit, for an item not received. Later the seller contacted me and we resolved the issue and I was sent the item. I informed PayPal credis Bank of this and also PayPal. Then when the time came I received the item and found it didn't match my expectations, and the seller honored the return. I realize I should have assumed PayPal would mess something up but that ship has sailed so I went and returned the item. As it turns out, the bank took until February to release the funds back to the seller, but according to the seller, which I'm inclined to believe bc the case is still showing on PayPal as "under review" , the funds were never actually released to the seller. Now I have neither the unwanted product nor the money refunded, so I owe the full amount to PayPal credit for nothing . I've called both PayPal customer service and PayPal credit customer service and both tell me to call the other. PayPal credit (synchrony bank) insists they released the funds to PayPal and notified PayPal the issue was resolved. Again, I owe the money to the bank but don't have a product (which I didn't want anyway so just want the refund). Any advice would be appreciated including who are above PayPal that I can appeal to. Thank you in advance.

I have had this exact issue using PayPal credit. Same issue of synchrony telling me to to talk to PayPal. I’ve been searching for answers and have found a couple people with those issue specifically using PayPal credit. Synchrony insist the case is closed and they sent letter to PayPal and to me that case is closed. I’m still being charged for product I don’t have anymore. Every thread with this issue has no response from anyone on how it turned out.

If PayPal and synchrony bank is one unity then why do I have dispute claims separately with each one? This has been going on since 6/29/24 and today is 11/21/24. I have never had a credit card do this to me and then when I file they tell me either file with PayPal or synchrony bank? Is this to wear you down or they messing with me?

They are partners and work together offering services only.
Neither one is owned by the other.
Advice is voluntary.
Kudos / Solution appreciated.

I also felt like they were messing with me, but did eventually find an indirect solution... I had to file a new dispute with a different reason, which was essentially that I didn't receive the item, as I did not have the item. It was a backwards way to get the money back but after contacting the company I purchased from and requesting the item sent back to me (to possibly sell on eBay or something to actually get the money back), which they naturally declined to do as it wasnt their problem (rightfully so) I had what I needed to go forward with a dispute. Bottom line is I eventually got back the money and learned to never send back an item without the process being fully completed first... And that Synchrony does NOT have a reliable process for any of this. I know it's not perfect but it worked. I hope somehow this helps.
