Cant resolve account

I had a number of small transactions taken from my bank account to my PayPal account that I didn’t authorise, once cleared I deposited it from my PayPal to my bank before someone else did changed my password etc. I received a refund from my bank and then PayPal asked for it back? I paid the debt and I’ve had no help Now I can’t resolve my account. It tells me to resolve a negative balance which I’ve already done. But when I click on it it asks me to add my bank so I try too and it sends me to resolution centre showing me 2 closed cases so I can’t do anything at all. Any ideas?
