What evidence do I provide when a client chargebacks a commission? I have -65 dollars in my PayPal currently because a client said that they didn't complete the transaction. I'm new to taking commissions and I feel so hopeless.

That depends on many factors all listed in Paypals seller protection policy for you to read so you can risk assess your transactions.
Legal (bottom right of Paypals pages) > user agreement > seller protection.

I understand that you're worried about the chargebacks. A chargeback occurs when a customer asks their Financial Institution to reverse a charge that they believe was unauthorized, fraudulent, or otherwise incorrect. Financial Institution will then investigate the charge and determine whether to initiate the refund. When a payment is reversed, the merchant usually is required to refund the customer's money. Some of the reasons for chargebacks are:
 -Item is not received by a customer.

-Customer doesn’t recognize the transaction.

-Item is defective or damaged.

-Customer is charged more than once.

-Transaction was made fraudulently.
 

For example: If there is a chargeback against you and you have rendered a service/goods then you should receive money to which you would have to submit a proof of service/ delivery to prove you case. It seems like your clients has a chargeback in their favor due to which the balance is -65.
