My PayPal account was blocked, how I can gate my money out from PayPal account to my card?

If its a temporary limitation then normally paypal direct you to the resolution centre to resolve any issues first.

If its a permanent limitation then normally you can withdraw the funds after 180 days unless their are issues that prevent it happening.
