Anonymizers proxies causing potential risk

PayPal limited my account and banned me from ever using their service, claiming that i used anonymizing proxies. I do not even understand how one does that. Also, after much google research, it came to my attention that the IP provided to me by my internet service provider is not only shared but also blacklisted. Could this be the issue? I have been trying to call their direct Kenyan contact [removed] with no luck. It says, "The number you have dialled is temporarily out of service." This is frustrating me because every time i chat with support in messages, they send that, "im sorry you can not transact on Paypal" text. Kindly advise on how to restore my account.

Unfortunately you can't as you have been permanently banned

I am sorry to hear that you no longer have access to PayPal services. For the safety and security of the network, PayPal often review accounts for potential risks which may lead to a limitation being placed on the account. Usually, when that decision is made, it was because a detailed review was completed, and the decision is final. If there is a balance in the account, that will be held for up to 180 days to minimize any potential risks. After 180 days, you’ll be notified of your ability to withdraw the balance via email. I would suggest reaching out to PayPal customer support using any of the options found in this article as they will be able to provide more direct assistance.
