I wasn't aware or totally forgot that I have a paypal account before, so I created a new one. When linking my card I received a message on my dashboard that I can no longer use Paypal. I dug up old email and found my old account, now I tried to add my card there and got the same message.
You need to contact customer services to resolve any limitation or account specific issues. Click help / contact bottom left of Paypal pages for options available for your country.
