I need help as PayPal have placed a permanent limitation on my account based on dispute filed in 2023. In those cases they were sided in my favour, unfortunately I had dealt with a number of bad sellers and had encountered issues with items I was buying. And despite the fact I offered to provide evidence, in most cases agents said it was not necessary as I won the case. And now I cannot make any payments… is there a way to appeal this.

You can rarely appeal a permanent ban but if you want to try an appeal then contact customer services.
They 'may' pass it to the back office but the chances of the appeal being successful are slim. Paypal state that the decision is not made lightly and once made is usually final.
