Goods not sent, asked to close dispute

I've been asked to close a dispute or they won't send goods 'I've just received a PayPal Dispute case with your message. I apologise for missing your previous email but it went to our junk file for some reason. Your items are ready to be dispatched shortly & I will forward you the tracking details presently. Obviously we cannot send the items with the monies withheld via PayPal so if you could please quickly close the case so we can get your order shipped out to you. ' Can I reopen it if I don't receive the goods? The company had a closing down sale.

If you had to close a case to get a refund then it would be pointless opening one.
NEVER close a dispute / claim until you have a refund.
If the seller issued a refund then that would close the dispute automatically or if they supplied a tracking number showing item going to your address..
If he doesn't escalate to a claim.
Do not close it or he can ignore you and you can't open a second dispute OR re-open a closed one.

Kudos / Solution appreciated.
