It is always worth the effort to check the offers made as ads on Facebook.  Low prices isn't always as low as the say and very often the the shops deliver some scrap and calling it a gift. The idea is to get a tracking number to show PayPal when there is a dispute. There are a few cases wher a product really is sent by a slow transport by sea or by train. But it is always good to check the domain who is regarding registration date and naturally there is hosting services that allows notoriously fake merchants. If the site is badly translated and sont contain real addresses and phone numbers they certainly is fraud.

A site where the only way to get in touch is by e-mail to a free service like  gmail or hotmail isn't worth to consider.

The fact that PayPal don't block accounts with lots of complaints is odd but understandable. It has to be easy to create an account in an automatic manner and if an account is blocked it is easy to create a new one. Note that fraudulent merchants mostly get a positive cash flow since the transfered ammount is to low to be flagged as suspicious. If the costumer accept a part repay so good but I don't.

I eventually got my money back via Paypal - although customs duty was not refunded - I get to keep a cheap, cruddy watch so I am still a small amount out of pocket. (I didn't order a watch) I find it amazing that despite all the complaints regarding this fraudulent 'company' which go back some time, Paypal continue to take money from purchasers in their name and feed the zeaquistore coffers. I would have thought it was in their own interests to prevent fraudulent business activities, which ultimately cost them a great deal in terms of customer service time etc. We too, should be a little more careful when buying from ads on sites like Facebook et al - but they too should be monitoring potentially fraudulent/dishonest activity. Come on PayPal, get your act together.

You have to escalate the claim through PayPal. Note that there is a time limit to do this an you have to be fast at the trigger. The seller claims that they have delivered and provide a track reckord that verifies that they sent something and you recieved it. You have to provide PayPal with information about the purchase. What you ordered and pictures of what you got. Often the use a cheap transport using surface mail and h0pes that the delivery time exceeds 3 months.  To be absolutely sure the sometimes provide a "tracking number" long before they actually send something. Note that there is two different ways to escalate through PayPal and the automated process can't handle the case that you don't get what you ordered. Goods not recieved contra delivery don't match order.  I have had to reopen the claim a couple of times since the transport was overdue and delivered goods didn't match. You have to get harder on PayPal an renew you claims. I am sorry to say that it isn't easy but I always file a complaint when affected by fraud.
