I just registered a Paypal account and got the warning as the title said, and later I found that I could do nothing with my account, which was like being "suspended". Why would this happen?

File a complaint at bbb.org under PayPal San Jose, CA about what happened and that you want your account restored.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
