report oder not received
i made a purchase on april 29th and still have not received it. seller said 2 weeks. have tried to contact the email address that was on the paypal receipt. but when i look at transactions in paypal there are not any listed. i did not know that paypal was involved so i didnt make an account until i realized that my order was not coming. so therefore i cant file a dispute. but paypal sent me the receipt in my email with the email address of the seller and i have tried to contact them twice with no response. i need to know how to either get a refund or receive my order.

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.

If you bought something online with a debit or credit card and didn't log into your Paypal account then of course it won't show on that Paypal account because you bought as a guest buyer.
You generally don't have Paypal buyer protection cover as a guest buyer but you can contact customer services and they may be able to assist you by reaching out to the seller for you.
So If you need help for a guest buyer transaction then you can;
1. Phone Paypal customer services and see if they will help you.
OR
2. Contact your card issuer for a chargeback.
