Whenever you're concerned about a suspicious email or whether it's from PayPal or not, I'd recommend referencing the following Help Center article: How do I spot a fake, fraudulent, or phishing PayPal email or website?

The link provided in the previous answer directs us to forward suspicious emails to phishing@paypal.com which I have done regularly in the past with no problem. Unfortunately, however, that email address is now rejecting the forwarded emails because they contain "content identified as spam", which makes absolutely no sense whatsoever.
