  • Last week I placed an order and paid using PayPal, the order never returned to the order page to complete the transaction. The address on the resulting invoice ends in <removed>. Have emailed the seller several times, no response.  I am concerned that this is a scam.

I was scammed too. Ordered a cement mixer (70lbs). Tracking said a 1.3 lb package was delivered - never happened, nor could this possibly be a cement mixer. To add insult to injury, when I tried to pull up the order on PayPal it’s no longer there! How can I file a claim when PayPal has deleted it?

I actually got the reimbursement through our credit card. I should notify Paypal anyway so they know.

Trust me PayPal knows! They are benefitting from the fraud. This is why I quit using PayPal in the past and only used them again recently because I was in a pickle and needed the advertised item. Now I'm out and F-d thanks Paypal

Same thing happened to me. I cannot re-dispute the charge. Tried to dispute through Visa and Paypal told them that the package had been delivered. Can't even explain to them what happened.

Got me too. However, they messed up this time. Issued me a tracking # that was for an item picked up on 12/10/20 and delivered to San Juan, Puerto Rico on 1/4/21. I placed my order on 1/5/21 and I live in Atlanta. The tracking # is on the PayPal invoice. Obviously my order couldn’t have been shipped in 12/20 and delivered 1/4/21 when it wasn’t placed until 1/5/21 and the invoice states was shipped on 1/6/21. Also, the website I ordered from was cloroxco.com and now you get the famous “404” error. It no longer exists but the email for contact on the invoice uses the 163.com address. That’s proof this is a nefarious operation. I requested a refund but have no hope I’ll get it from them. I will escalate to PayPal and if they won’t refund money I will have bank do a charge back since I used a Visa Card. I used the visa as a funding source for PP transactions as I thought it would be a little more secure. I won’t play games. I’ll get money back. Most banks will issue a chargeback for Visa / MC purchases if you just request it and tell them it’s a disputed charge since not received or item not as described. However, you should ask PP for the refund first because the bank requires you to attempt to resolve issue on your own first. If no resolution then they will open a fraud claim and credit your money back same day. The bank does get 30 days to investigate but I’ve never had a charge back request ruled against me once the bank finishes their processing. I’ve done this 6 times over the last 10 years for various issues but if you just follow their rules they will give money back and the crook merchant has to eat the cost of the reversed charge or debit. Lesson learned!

This is my second scam from 163.com and a 126.com these emails are from China!! (I know now). On both scams the following is how PP wanted me to describe PP - “Upon reviewing your case was initially filed as Item not receive. I have already updated your case reason into significantly not as describe since you mentioned that you receive an item but different from what you ordered. There's no additional steps needed from you.” The first time they made this change my denied dispute was opened and decision in my favor with a full refund. Wish you all luck, refer PP to this PP Community and the large number scammed by 163.com. Hope this helps!

I am a victim of the  163.com  website scam from merchants in China was well.  I won't tell the whole story as it's all there in my initial posting.  I emailed the merchant at the  163.com  email address on my PayPal transaction requesting a refund and like so many others received no reply. I initiated my dispute to PayPal this morning at about 5:30am requesting a refund due to the merchants nefarious conduct.  My dispute was processed, ruled in my favor, a refund issued immediately and case closed.  All as if it were automated.  I never had to communicate directly with anyone.  I can only assume that enough complaints have made it to PayPal about the merchant(s) in China who are doing this that there must be an algorithm in place now to automatically process disputes and refunds associated with this  163.com connection.  I don't know that for sure but it was instantaneous and closed.  Just an FYI for any others that got scammed by these crooks.  By all means file a dispute after sending a request for a refund to the merchant if they don't reply. I've been purchasing items from Chinese merchants for several years now mostly using Amazon and I've never had any issues with any items or the merchants.  I would like to believe that the majority of the merchants are honest people running honest businesses but the scams are out there too so keep your guard up.  Not all of them get discovered like this one did by so many people.  I hope my experience and outcome helps anyone else who is unfortunate enough to be taken like we all have been taken.
