how to force refund on cancelled purchase?

I live in Germany and I bought an ebike from denmark (2300 euros), it took ages and then i asked the seller to cancel he agreed.

But since 12 days the order is still pending and money still not refunded.

I searched on internet I found many people has this situation even  some of them 1 year ago still waiting for refund and tagging the company in tweeter.

Should I use paypal or take them to court?

I don't think paypal will cover this case! any advice?

Is it a pending ''issued refund'' OR pending payment to the seller?

If the former then........

Pending refunds can only happen for two reasons.

1. The seller has issued a refund from their bank account which takes time to process.

2. You funded the payment to the seller using bank transfer. What PayPal do here is credit the recipient on your behalf (so there is no delay in despatching your item). Then if you receive a refund in the meantime they are unable to issue this until the original bank transfer completes.
