If buyer opens a dispute for non receipt of item then yes normally a buyer is refunded if you can't provide tracking to show they received it.
But to be fair most buyer are honest and I send loads of low cost items un-tracked and take the risk and rarely do I face a claim.
However read the link for the hold process.
And then go and read up on paypals seller protection policy in the user agreement so you can risk assess future transactions.
Advice is voluntary.
