It is suspect, in my opinion.
Site name pulls up a page from scam-detector dot com and a page from ad-scams dot com, not good signs. A simple, quick web search on site name pulls this stuff up, will save people a lot of hassle and loss of money if only they did this before buying, not after.

You can open a dispute for item not received but beware that when seller provides a fake tracking number, PayPal will deny your case. You’ll have to appeal the case with something in writing from shipping carrier that your said address is not the address on the shipping record for said tracking number, nor was package delivered to your said address with a phone number PayPal can call to confirm. Or if you did receive something but not as described, open the appropriate case, but PayPal will ask you to return item to get a refund, regardless as it’s you said they said. Seller loses sales and have to accept return, your have to return and pay for return shipping up front but if you signed up for return cost reimbursement, you might be eligible to get reimbursed. If the PayPal case implodes on you, might as well file a chargeback if you paid with card.
